Hillingdon has no selective licensing scheme. A borough-wide additional licensing scheme for smaller HMOs starts on 24 August 2026 and runs for five years, alongside the mandatory HMO licensing that already applies nationwide. The additional licence costs £1,401 per property, payable in two instalments, with a 10% discount for accredited landlords and managing agents; mandatory HMO licences cost £1,656. Applications opened on 20 May 2026 and need to be in by 23 August 2026. Operate a licensable HMO without one after that date and you risk a civil penalty of up to £40,000, a rent repayment order and loss of your ability to serve a section 21 notice.
